    39 year-old, mentally ill man, in custody at the State of Connecticut’s maximum security hospital, while cuffed at the wrists and ankles and pinned to the floor on his back, was making gurgling sounds and had begun to choke on his tongue. Despite dilated pupils, a faint pulse and blood in his mouth, the hospital staff administered Thorazine, a powerful sedative. His pulse then stopped, and he died from a heart attack.
